Authorship: Eduard Soler i Lecha, is a political scientist and a Doctor of International Relations and European Integration from the Universidad Autónoma de Barcelona. Currently, he is the coordinator of the Mediterranean and Middle East Programme of the Fundación CIDOB and an associate lecturer in international relations at the Universidad Autónoma de Barcelona.
This working document has been written taking into consideration the proposals and ideas to have arisen from the debate at the seminar staged jointly by the Opex of the Fundación Alternativas and the Fundación CIDOB on 29 January 2008 in Madrid and from the paper presented by the author of this document, Eduard Soler i Lecha.
