RESUMEN

Este informe busca explorar el estado actual del conflicto en Siria, con un especial énfasis en profundizar en algunas de las tendencias más recientes que dicho conflicto ha adoptado, así como en sus consecuencias políticas. Así, se argumenta que en la actual situación sobre el terreno, con las fuerzas leales a Bashar al-Assad en control de más de la mitad del país y sus principales ciudades, la atención se ha trasladado hacia tres cuestiones, a saber: a) la potencial rehabilitación diplomática del gobierno de Bashar al-Assad; b) la reconstrucción material del país, y c) el retorno de los refugiados a su país de origen. Estos tres elementos se influencian y retroalimentan entre sí, dando lugar a uno de los dilemas sociopolíticos más importantes para el futuro de Siria, y también para la política exterior de la Unión Europea y sus Estados miembros en Oriente Medio.

ABSTRACT

This report seeks to explore the current state of the Syrian conflict, with a special emphasis on some of the most recent trends that this conflict has adopted, as well as its political consequences. Thus, it is argued that in the current situation on the ground, with the forces loyal to Bashar al-Assad in control of more than half of the country and its main cities, attention has shifted to three issues, namely: a) the potential diplomatic rehabilitation of the Bashar al-Assad government; b) the material reconstruction of the country, and c) the return of refugees to their country of origin. These three elements influence and feed each other, producing one of the most important sociopolitical dilemmas for the future of Syria, and for the European Union and its member states' foreign policy in the Middle East.
